SB 1712, also known as “The Black Market Breeders Bill,” has been assigned to the Economic Development and Financial Services Committee in the Oklahoma House of Representatives.
Before passage onto the house floor, SB 1712 must be passed by the members of this committee. We need their support.

It is absolutely vital that we contact each member of the committee to ask for their support for SB 1712. Do it now and ask others to do the same!
If the member is your legislator, please organize local support for SB 1712 and even visit with the legislator if possible… remember, hearing from their constituents is the most important contact legislators get.
A visit from a constituent, a phone call, a hand written letter or personal e-mail are the best ways to let legislators know that you care.

- SB 1712, also known as, “The Black Market Breeders Bill,” will address the tax evasion, fraud and animal neglect that are rampant in black market puppy producers found throughout our state. The unregulated puppy market evades taxes on over forty million dollars in underground cash sales.
- Oklahomans overwhelmingly oppose puppy mills and want the crisis stopped. Effective, honest legislation will make the difference! Support SB 1712.
- Committee members who move the bill onto the floor have the opportunity to make Oklahoma into a better place.
- This is not a radical bill; it simply puts Oklahoma in line with surrounding states.
In a previous blog post, I created a button that allowed you to email all these senators at once. However, at a recent training seminar on grassroots lobbying, I learned that the Capitol is utilizing many email filters now, and when they receive “blanket” emails, messages that have many recipients in the “to” field, it automatically sends them to junk mail. They are also not counting form letters (even those sent by mail).
What this means is that we need to take the time to individually call, email and write each Representative, individually, particularly if he or she is your own Representative. I know this takes more time, but if we all send mass emails and they don’t receive them, we aren’t doing much good. If you have any questions about this, contact me at news@okhumane.org.
I also learned at this seminar that the legislators’ offices ARE tracking calls, emails and letters that come from their own constituents. They absolutely keep track of correspondence and how many calls/letters/emails come in urging them to vote yes or no. This makes it even more critical to contact your Rep, especially if he or she is on this committee. They DO care what their constituents are saying. If we can get a lot of people from their districts to contact them, it WILL make a difference!
